H.R. 857 Comments Proponents represent H.R. 857 as the reintroduction of the Morella Bill (R) MD H.R. 3781 of last year. The Morella Bill had inherent problems that rendered the bill insupportable. H.R. 857 has been amended and has corrected all the problems in the old Morella Bill. H.R. 857 is the same language as the Feinstein Bill pending in the Senate.
